Agreed. This is a failing in the system. We've added in the ability to scroll Risks/Alerts/Guidelines/Attachments section of the home screen so regardless of however many items have been added as Attachments, they can always be viewed. We will be releasing this fix in a patched version of 1.7. I will be sending out release notes once finalised.
